The William D. Ruckelshaus Center is looking for a dynamic and innovative leader to serve as Director. The Center is the joint effort of the University of Washington and Washington State University and was developed, under the leadership of William Ruckelshaus in response to requests from community leaders to assist in developing collaborative approaches for policy development and multi-party dispute resolution. The Center is dedicated to assisting public, tribal, private, non-profit and other community leaders in their efforts to build consensus and resolve conflicts around difficult public policy issues.

The Director position is a non-tenured faculty position on a 12 month, full-time basis. The position may be located in Pullman, Olympia, or Seattle, negotiable at the time of offer. Start date is negotiable, but anticipated for Spring 2010.
 
The William D. Ruckelshaus Center is a resource for collaborative problem solving in the public policy arena. The Center provides expertise to improve the quality and availability of voluntary collaborative approaches to conflict resolution to result in both public policy development and successful solution of multi-party disputes within the Pacific Northwest. The Center builds capacity for problem solving by providing training in collaborative problem-solving, conflict resolution and building long-term working relationships in a variety of disciplines and backgrounds.
 
The Center is a joint effort of the University of Washington (UW) and Washington State University (WSU). Building on the unique strengths of the two institutions, the Center is dedicated to assisting public, tribal, private, non-profit and other community leaders in their efforts to build consensus and resolve conflicts surrounding difficult public policy issues. The Center also advances the teaching, outreach, and research missions of the two universities by bringing real-world policy issues to the campuses.
 
The Center is administered jointly by the Daniel J. Evans School of Public Affairs at the University of Washington and by Washington State University Extension.  It is guided by an advisory board of prominent local and state leaders representing a broad range of constituencies and geographic locations. The board is chaired by William Ruckelshaus.
 
The Director of the Center plays a critical leadership role in defining, building and mobilizing the resources of the two universities in response to public policy issues and state priorities. The Director provides strong and effective leadership for activities that promote collaborative engagement of faculty and graduate students at WSU, UW, and other institutions to foster integrated approaches to collaborative problem solving. The Director conducts business to carry out a plan of work under the agreement between the Universities. The Director is supported by the Board Chair, an engaged Advisory Board, a team of project directors, and key university administrators and engages in business under an agreement between the two Universities.
 
The Director must be politically sensitive and understand the origin and evolution of disputes brought to the attention of the Center and which would present themselves for the Center’s resources. The Director must be able to relate to diverse stakeholders in a politically charged environment.

Associate Dean, WSU Extension, College of Agricultural, Human, and Natural Resource Sciences, Washington State University
 
Salary:
Commensurate with the qualifications and experience of the finalist.
 
QUALIFICATIONS
Required Qualifications:
·         Demonstrated sustained, successful experience in initiating and leading complex programs, in managing and directing a diverse workforce, and in raising funding from a variety of sources. 
·         Demonstrated abilities in consensus building. 
·         Master’s degree in a field consistent with the goals of the Center.
 
Desired Qualifications:
  • Experience in consensus building and collaborative problem solving
  • Evidence of success in development efforts. (Demonstrated evidence of successful raising of financial and in-kind resources to support programs, build capacity and ability to establish new institutional partnerships.)
  • Experience in managing external constituencies. (Ability to work with and leverage a governing board made up of key corporate, governmental and community leaders; demonstrated ability to interact effectively with state and/or federal legislators, and other representatives of public and private organizations and agencies.)
  • Experience in administering organizations and/or programs. (Demonstrated ability to set priorities and achieve results; strong communication and interpersonal skills.)
  • Experience related to diversity-related issues including communication skills with diverse stakeholder and constituent groups.
  • Experience in University and/or Academic systems. (Evidence of effective leadership and communication skills with university administration, faculty, academic professionals and support staff.)
  • Experience in strategic planning. (Demonstrated ability to set priorities and achieve results; demonstrated ability to think strategically in both short and long term; ability to articulate a vision for the Center.)
 
Duties & responsibilities:
·         Provide dynamic and visionary leadership to the William D. Ruckelshaus Center, including strategic planning, prioritization of projects, allocation of financial and human resources, and long-range facility planning and development.
·         Serve as a visible spokesperson for the Center and advance its visibility within the region.
·         Encourage innovation, entrepreneurship, flexibility and responsiveness among faculty in the Evans School, WSU Extension, and colleges and departments of the two research universities to address high priority issues of the state and region.
·         Continuously assess the work underway to achieve Center goals and make adjustments as necessary that lead to change and assure quality, timely responses to project goals.
·         Advance effective decision making among identified and empowered decision makers, public officials, and stakeholders.
·         Play a central role in expanding the resource base for the Center through gifts, grants, development and stewardship.
·         Provide effective administration, management and supervision of personnel, facilities and budgets that promotes efficiency, effectiveness, and accountability.
·         Lead a team of committed staff to act confidently on behalf of the Center, applying critical thinking skills and producing quality work.
