HOW TO PROCESS LEAVE DUE TO SUSPENDED OPERATIONS

CIVIL SERVICE EMPLOYEES
Do Civil Service employees need to account for their leave during suspended operations?
Civil Service employees not required to work during suspended operations must be allowed to use the following types of leave: (WAC 357-31-265)
- Personal holiday
- Accrued vacation leave
- Accrued compensatory time
- Sick leave up to 3 days maximum in a calendar year (after all other leaves are exhausted)
Upon approval of the supervisor an employee may be allowed to use leave without pay and/or given an opportunity to make up work time lost (as a result of suspended operations) within the work week. For overtime eligible employees, compensation for making up lost work time must be in accordance with WAC 357-28-255, 357-28-260, and 357-28-265 if it causes the employee to work in excess of forty hours in the workweek, and must be part of the employer's suspended operations procedures. The amount of compensation earned under this section must not exceed the amount of salary lost by the employee due to suspended operation.

If a Civil Service employee showed up to work and went home due to suspended operations, how does the employee account for their leave?
An employee will be compensated for the hours worked prior to operations being suspended at his or her regular rate of pay. Employees will use leave as stated above.
An employee who is required to work during the closure receives his or her regular rate of pay for work performed during the period of suspended operations.
Overtime-eligible Civil Service employees receive compensation for overtime worked during the closure in accordance with WAC 357-28. See also BPPM 60.59.

ADMINISTRATIVE PROFESSIONAL EMPLOYEES
Do Administrative Professional employees need to account for their leave during suspended operations?
Overtime-eligible Administrative Professional employees not required to work during suspended operations must be allowed to use the following types of leave:
- Personal holiday
- Accrued vacation leave
- Accrued compensatory time
Upon approval of the supervisor, an employee may be allowed to use leave without pay and/or opportunity to make up work time lost (as a result of suspended operations within the work week). Any work that caused the employee to work in excess of forty hours in the workweek will be compensated in accordance with the Fair Labor Standards Act.
Administrative Professional employees who are not eligible for overtime and not required to work during suspended operations may use the following types of leave:
- Personal Holiday
- Accrued vacation leave
Upon approval of the supervisor, an Administrative Professional employee who is not eligible for overtime may be allowed to use leave without pay and/or opportunity to make up work time lost as a result of suspended operations.
If an Administrative Professional employee showed up to work and went home due to suspended operations, how does the employee account for their leave?
